For that sole purpose, we gathered representatives
from Indonesian and German institutions such
as APINDO and GIZ, as well as private companies
with strong interest in vocational education such as
Bosch, TüV Rheinland, ABB, E-T-A, Mercedes-Benz
and ASTRA International to establish a Vocational
Education Committee. The committee members
meet regularly on quarterly basis to share the latest
information and updates in TVET area. We also work
together with GIZ to keep in contact with Indonesian
public authorities and ministries, and to provide
consultation regarding public support through the
develoPPP program.
In 2015 we supported Polytechnic Manufacture ASTRA
to integrate German Meister curriculum into existing
automotive mechatronic learning materials. Two
instructors from Polytechnic Manufacture ASTRA
were sent to get their Meister training in Alfons-
Kern-Schule, Pforzheim, Germany. They are expected
to complete their training by the end of 2016. Upon
their return to Indonesia, they are expected to be able
identifying gaps in the existing learning material and
improve on it accordingly.
As a part of AHK network, EKONID has privilege to
conduct examination and release of DIHK certification,
which is not only acknowledged in Germany, but is
reputable in other countries as well. This includes
Ausbildung der Ausbilder (AdA) – Basic training,
a worldwide acknowledged training for trainers,
teachers and instructors. The first AdA Training
was done in Semarang in collaboration with IHK
Trier/ Sequa vocational training project. The training
participants hail from Jakarta, Semarang, Bandung,
Surabaya, Malang and Batam, and the certification
ceremony was attended by the Governor of Central
Java, Mr. Ganjar Pranowo.
Business Networks
To maintain our role as pivotal bridge between
government institutions and private sectors, we
make sure that we are updated with the latest TVET
information. Therefore, we participated in several
international and regional workshops. Among others:
• TVET Workshops in Bonn and Berlin, June and
September 2015
• ASEAN TVET Conference in Laos, December 2015
On December 14–15, 2015, EKONID participated in the

Regional TVET-Conference in Laos. This regional
TVET conference was originally initiated by the
German Federal Ministry for Economic Cooperation
and Development (BMZ).
Other groups participating in the conference were
representatives of high level ASEAN government,
regional and national TVET specialists and
organizations, business community and members of
chambers and business membership organizations,
members of civil society, freelance professionals, and
consultants in TVET, as well as international agencies
(e.g. ADB, UNESCO, ILO).
This two-day conference covered lines of
presentations, brain storming sessions and panel
discussions which resulted in common understanding,
that ASEAN member states are facing similar
challenges when it comes to promoting demand-
driven TVET. Some of the challenges include the
current absence of a concrete unified qualification
framework, the frequently irrelevant curricula
with regards to the business community as well as
structural underfunding of national TVET systems.
Therefore, enhanced public-private cooperation can
be seen as the key element in the reduction of these
challenges.
Private Sector Cooperation
The information we gathered in those events were
shared and discussed in workshops and meetings we
organized in Indonesia. On the following occasions, we
were able to determine more relevant and applicable
plans to improve TVET field in Indonesia.

On December 17, 2015, we hosted TVET Workshop
together with SIEMENS in order to share experiences
in TVET implementation and to open discussion
on how to intensify TVET collaborations between
government institutions and private sectors
in Indonesia. The workshop was attended by
representatives from private sectors including
SIEMENS AG Germany, as well as from SIEMENS
Indonesia, Mercedes-Benz Indonesia and Astra
Manufacture Polytechnic.
Representative from government related institutions
from both countries were also invited, including
representatives from the Indonesian Ministry of
Education and Culture and German Embassy. During
the workshop, the participants shared their on-going
TVET programs, as well as challenges they have
experienced and solutions they found. At the end of
the workshop, all participants recognized the need
of a platform for discussion between institutions on a
regular basis.
